British Parliament discussed new legislation to regulate motor vehicles and motorists. The proposed Bill required private and commercial vehicles to be registered and numbered. A new speed-limit procedure would shift the responsibility for this controversial area to county councils. Proposals for driving tests, vehicle inspections and penalties for drunk drivers were rejected.
